Google Contact App Pixel 7 not syncing all Contacts to Google Account

On the Google Pixel 7 Contacts app, I have 64 Contacts in the Google App, and in All, I have 71 contacts.

Google is syncing the 64 contacts. I can not get the Pixel Contact App to sync all my contacts. It will not sync 7 accounts difference in ALL.

What is going on?
